The Strategic Private Sector Partnerships for Urban Poverty Reduction in Metro Manila (STEP-UP) Program reaches out to help improve the lives of 5,823 urban poor households from 23 selected communities in 9 cities in Metro Manila.

Philippine Business for Social Progress (PBSP) is implementing STEP-UP through its National Capital Region-Area Resource Management Program and is responsible for harnessing private sector participation to complement the financial grant of Japan Fund for Poverty Reduction (JFPR) being administered by the Asian Development Bank (ADB). Major partners of the program are the Department of Finance, Housing and Urban Development Coordinating Council--as the Executing Agency of the program, local government units, business sectors, homeowners associations, non-government organizations, and government line agencies.

The distinct character of this three-year project is the strategic and focused participation of the private sector, whose contribution will match that of JFPR, and a pronounced risk-management component to help the urban poor cope with, if not, prevent common disasters affecting them, especially fire and flooding.
