In an urban community near the Manila Bay, environmental challenges are part of everyday life. Yet in Parola and Isla Puting Bato, residents are proving how meaningful change can begin within the neighborhood through the Eco-Patrol Project.
Now in its 13th year, the Parola Eco-Patrol Project of the International Container Terminal Services, Inc. (ICTSI) Foundation, Inc., in partnership with PBSP, continues to reinforce a shared commitment to long-term, people-centered solutions. What makes the project remarkable is not just its longevity, but the hands that bring it to life every day.

At the heart of the initiative are local volunteers and ordinary residents who have taken on the role of environmental stewards. Members conduct regular clean-up drives, promote proper waste management, and educate their neighbors on the importance of caring for their environment. Their efforts not only help reduce pollution but also instill a sense of pride and ownership.
Mrs. Rebecca Castillo Sanchez, a leader of the community, plays a key role in ensuring that activities on the ground are consistent, organized, and effective.
“Hindi lang ito tungkol sa paglilinis. Kasama dito 'yung pagbuo ng disiplina at malasakit sa komunidad. Kapag meron nun, mas tumatagal ang epekto ng programa," Mrs. Sanchez shared.

The project also provides opportunities for residents to lead and collaborate. Through training and support, they gain knowledge and skills that extend beyond coastal cleanup, contributing to their personal growth.
Each Eco-Patroller, along with their 2 dependents, was also enrolled in ZEPsure, a microinsurance program that helps provide a social safety net for vulnerable families. Since January 2025, 234 residents have been insured. This reflects PBSP’s commitment to a more holistic approach to poverty reduction.
By working closely with local stakeholders and organizations, the program ensures that solutions are both inclusive and sustainable. It stands as a testament to what can be achieved when people are empowered and supported to act towards a common purpose.
